I have the 2010 jetta wolfsburg. So i adjusted it back. This rattle can occur on start up while idle or while accelerating from 1800 3000rpms. I had a small rattle at about 2000 rpm and traced it to the turbo actuator rod.

The actuator is a boost actuated diaphragm inside a canister with a rod sticking out as shown below. The bulletin 21 10 01. Apparently it is the clip they will be installing. The rattle is caused by the wastegate actuator rod rubbing back and forth on the wastegate and can be quite annoying.

Unfortunately this is just a manufacturing fault. After 1 year this is finally going to be fixed and no more rattle for us all.
